Paying Credit Card Balance Triggers Homeland Security

As a man in Texas finds out, the Department of Homeland Security has to be notified if a citizen attempts to make “too large” a payment on his credit card balance. The payment ends up being “held” until it is approved by Homeland Security. Is this really necessary? How many terrorists pay off their credit cards before blowing themselves up?
